The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are issued from different nations. Immense energy is devoted on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from across the border, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons flew past – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: possibly the incoming missile won't hit its mark this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.

Strategic Calculations

It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a premise understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.

The problem is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not change more in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
